For a destination to thrive, capacity must be built and retained. In Guyana, a need for capacity development in tourism was identified. Therefore, Swisscontact was invited in 2018 for a short-term capacity building consultancy to strengthen the participant’s capacities. As part of this research, an impact assessment is conducted for the consultancy in Guyana. While the overall assessment is positive, the potential for improvement is addressed with practical recommendations. Furthermore, critical success factors for capacity building are investigated. Three capacity levels have been identified, from basic requirements such as funding to specific opportunities for short-term consultancies such as compactness. Finally, criteria for enhanced measurability of short-term consultancies are determined. The results show that the design phase is critical to the subsequent measurability of effectiveness. ER
